英語で「例年」を表現するには、a typical yearというフレーズが使えます。
typicalは「典型的な」を表す言葉です。
もう一つ、the average yearという言い方でも「例年」の意味になります。

（例年に比べて利用台数は30％ほど減少した）
のように使います。ここでのaverageは「通常の」という意味合いです。
